Homeless Program

We have identified the ESC of Lorain County Homeless Program as having 3 areas of concern.  These 3 areas are briefly explained below.  Much more information is available by clicking on each of the tabs on the left where you will be able to access information that will be both informative and contributive to your networking/communications needs and answer your homeless student questions. 

 

Homeless Education Liaisons

Each school district must identify their own Homeless Education Liaison in their Comprehensive Continuous Improvement Plan (CCIP).   Lorain County has 17 public school districts and 4 community schools with Homeless Education Liaison identified in their respective CCIPs.  ESCLC provides an annual breakfast-meeting-training for these Liaisons in order that they are equipped to deal with the growing population of homeless students & unaccompanied youth.  This year, we are also inviting liaisons in Erie & Huron Counties as well as others (agencies & service personnel) who work with children & youth to participate in this training experience.

 

Homeless Tutoring

ESCLC is beginning its fifteenth year of providing shelter-tutoring services with the Lorain County Competitive McKinney-Vento Homeless Education Assistance Grant.  We are able to support tutoring by certified/licensed educators (this includes successful fingerprinting & background checks) at shelters and agencies.   This Tutoring Program is identified as well as a variety of services and agencies that are providing assistance to homeless school-aged children & youth.

 

McKinney-Vento

McKinney-Vento Law is a federal mandate for schools to remove barriers and facilitate access to the homeless student population.  It defines homelessness and sets-forth the specific requirements of school districts in working cooperatively with other schools & school districts to insure services such as unhindered enrollment, transportation, free lunches and access to participation in school activities.
